Basic Info:
- became councillor of state after Meiji Restoration (1869)
- was a Tosa samurai
- didn’t like that Chosu and Satsuma clans were dominating the government
- home minister under Hirobumi Ito and in 1898 was associated with Shigenobu Okuma in an attempt to form a party government.


Achievements:
- Went against the government who tried to conquer Korea.
- Submitted a memorandum trying to establish a popularly elected parliament.
- Launched a campaign for an elective assembly -> led to establishment of Senate (1875)
- Established prefectual assemblies with assembly powers in 1979
- Established Aikoku Koto (Public party of patriots) and Risshisha (Self help society)
- Led the freedom and People’s rights movement.
- Became prime minister based on the Liberal party.
